โปรแกรม Signal Reporter เป็นโปรแกรมที่จัดทำโดย คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ หรือ กสทช. โดยเป็นส่วนหนึ่งของ "โครงการพัฒนาระบบเตือนภัย จากการแพร่กระจายคลื่นแม่เหล็กไฟฟ้า จากสถานีโทรศัพท์เคลื่อนที่ เกินกำหนดโดยภาคประชาชน" เพื่อให้ประชาชนได้มีส่วนร่วมในการตรวจสอบระดับความแรงของสัญญาณโทรศัพท์เคลื่อนที่ ที่เครื่องโทรศัพท์เคลื่อนที่ในระบบแอนดรอยด์ของท่านสามารถรับสัญญาณได้ และจะรายงานผลความแรงของสัญญาณโทรศัพท์เคลื่อนที่ที่ทดสอบได้ไปยังเครื่องเซิร์ฟเวอร์ เพื่อเก็บรวบรวมข้อมูลและทำการประมวลผล เพื่อให้ทราบถึงระดับความแรงของสัญญาณโทรศัพท์เคลื่อนที่ที่ผู้บริโภคได้รับในแต่ละพิกัดตำแหน่งในประเทศไทย โดยเฉลี่ยว่ามีความเหมาะสมหรือไม่ เพื่อดูแลผู้บริโภคให้ได้รับประโยชน์อย่างสูงสุดต่อไป
